AAPBase was developed for AAP professionals that require a comprehensive and robust tool for developing AAPs in house. It was designed to meet the regulatory requirements of Affirmative Action Programs for small, medium and large federal contractors and sub-contractors. The core of the software has been commercially available and marketed since 1993 as JOBase Special Edition and JOBase Professional Suite, and has a track record for being a reliable, proven, desktop tool that works quickly to organize and produce all the requirements of Affirmative Action Plans. AAPBase includes all of the previous capabilities in JOBase Professional Suite plus the new integration of Census 2000 data for headcount analysis and the ability to generate an electronic AAP Volume I and II.

Guides First Time Users with the AAP Guide Wizard
The software includes a Wizard called the AAP Guide that walks new users through the entire AAP development process. The step-by-step process clearly describes what is needed to enter required AAP information. At the end of this process, you can generate your company's AAP in printed or electronic form. Develops Multiple AAPs using a Single Database
Built on a database platform, APPBase Software enables you to generate AAPs, EO Surveys, EEO-1, Vets reports and more for a single or multiple site program with one database.
 
Uses Census 2000 Data for Labor Force Analysis
AAPBase includes the entire Census 2000 Special EEO File and direct integration to calculate labor force analysis for minorities and women. The Census 2000 Special EEO File is the primary benchmark for comparing racial, ethnic, and gender composition of a Federal Contractor's workforce, within a specific geography and job category with the analogous external labor market. Labor force headcounts use Census 2000 Special EEO File data calculated in four steps and directly imports to the two-factor Analysis with no manual entry required. Maps Job Titles
AAPBase maps current workforce job titles to appropriate EEO-1 Categories and Census 2000 Occupational Codes.
 
Prepares a valid Compensation Analysis
AAPBase accurately tests for pay equity using job group means, medians, job title, and Cohort Analysis methodologies, for example. Special reports that satisfy OFCCP submission requirements are available at the job group, category, and job title level.
 
Performs Impact Ratio Analyses for Discrimination Testing
Impact Ratio Analyses requires that the selection rates for hires, promotions and terminations for minorities and women be compared to the selection rates for men and non-minorities to determine if there is any "adverse impact." Using personnel activities, AAPBase accurately tests selection practices using OFCCP's 80% Rule and other statistical measurements for glass ceiling analysis.
 
Provides Applicant Tracking to meet Compliance Requirements
Recording information on individuals who apply for work is beyond the scope of some Affirmative Action Planning systems. AAPBase combines applicant record keeping with other AAP information, permitting reconciliation of applicants to hires and allowing Impact Ratio Analyses to be performed, without delay.
